But why not couple that with an announced timetable for withdrawal? Because first and foremost, war is a contest of will. The jihadis believe that their inferior means can defeat our superior means because we are soft and don't have the will to win. Announcing "We intend to bug out of here in a year, win or lose" rather confirms that idea, don't you think? If you were a jihadi, would you smile or frown when you heard the announcement?
