1x-EVDV is caught in the same mire as WCDMA. Both are now accepted standards without any true proof of workability. Totally backwards. Define a standard (or try to amongst split consensus) and only then go out and try to build it? Does this also sound suspiciously like EDGE? At least Qcom has the position and reputation of submitting already proven and tested technologies to the standards bodies for final approval and tweaking.
