Unconvicted prisoners are presumed to be innocent and shall be treated as such.

If a terrorist is captured in the field of battle, absolutely not, he shouldn't be treated the same as a guy caught shop-lifting. After all, he is a threat to the country, a threat to others, and a threat to fellow inmates.

So if Osama is caught he can have servants bring him 7 course meals if he so chooses? Eat the food provided and feel lucky you have it.

An untried prisoner shall be allowed to wear his own clothing if clean and suitable; if he wears prison dress, it is to be different from that of convicted prisoners.

A captured terrorist should have to wear those pink outfits like the Sheriff in Nevada made the inmates wear.

An untried prisoner may procure at his own expense or that of a third party books, publications and writing materials.

So he can order "how to make a car bomb manual" while locked up, I don't think so.
