Any oil exporter have always tended to a single export earner. Only Norway created a SWF to spend when the sea run out of oil. All the others live off oil until it dried out.

Oil sector is 5% of Brazil GDP. We want it to become 20% of GDP.

The country has an industrial base. Thus the need for the EXIMBANK ad China. To develop the industry that will support the oil larger share.

Hang on there for a decade more that you will see what I mean.
