Using terror to win war is as old as war. It doesn't matter what you call it, burning down or otherwise leveling cities, poisoning wells, massacre of all inhabitants of a place including men, women and children, all come under the general heading of terror.


Sure, but what Attila the Hun practiced wasn't "terrorism", it was just war at it brutal and barbaric best. Later, came codes of chivalry and rules of war that were intended to temper warfare and make a distiction between soldier and civilian. Later still came explosives and mass media that could greatly inflate the importance of single spectacular attacks. Thus was born the terrorist, who preferred targets of no military significance, who wages his war purely in the media and the political arena.
