Why should the government encourage the poor to have more kids while the rich know to have fewer where the resources they have will go further?

Singapore in the early 1990's used tax policy to limit family size. They found the poor didn't stop having kids as they didn't pay much tax to begin with so they changed the policy to encourage workers to have 2 kids and there was a baby boom.

Your selfish example shows why flat taxes fail. We all have our favorite deductions that we take advantage of. I take advantage with my selfish large mortgage deduction since I can afford it due to not having child care costs to deal with.
