Address was short cut for "county parcel that you pay property taxes on" which would prevent your loopholes. In some parts of the SF Bay Area, you might get 3 families in a 3 bedroom house (recent immigrants usually with no health care) ... Not fair to give them all the $50K homeowner/family deduction as they consume 3x more city services than a normal family in a 3 bedroom home.
