How, other than improved technology and better security? The number of disgruntled and angry people with an axe to grind are potentially endless. We have to be smart about this. We can't go around reacting with anger and turning society into a police state. We can't spend money foolishly fighting terrorism. We have to have a comprehensive strategy. We shouldn't try to design a system that is air tight. First of all, that is probably not possible - to design a system that is air tight - we will go bankrupt before we can succeed. We have to set priorities. We have to make sure we can avoid major disasters. That means we have to stop nuclear proliferation. That should be job #1. We will never be able to stop all small groups with box cutters. However, we should be able to stop large groups with box cutters (like Al Qaeda). That should be job #2. We can't do this alone. We need international cooperation. We need a large umbrella to bring everyone in. It is not going to be easy, but it can be done. There is really no alternative.
