I am not that familiar with Globex but assume you are referring to the Chicago Mercantile Exchange system. They quote this on CNBC. I don't know how you would access this but my guess is it is for proffessional trader types and would be costly for the average investor.

My take on this sort of thing is that yes if you can see the direction bonds are taking then you could maybe get a flavour for the market direction but the market changes with every cough sniffle and fart from economic indicators half of which get adjusted the next month. This is IMO for the futures trader who is responding by the hour and minute to events and not buying equities.
