If the FCC adopts the plan, the company said it will contribute $500 million to help public safety agencies retune old radios or buy new ones.

Just to put all of this into perspective....

Nextel ( 1/4 Motorola owned) wants to swap frequencies because their handsets (Motorola built) interfere with handsets supplied to the public safety agencies (mostly Motrola built). Nextel would end up with much more valuable spectrum and would pay $500 million....most of which would go to Motorola to retune or buy new handsets.

The sheer gaul of the proposal is amazing.
