No, if there's proper channels in place to ensure that eavesdropping is done for other reasons than monitoring terrorists. The lack of accountability built into a system yields abuses.

Should captured terrorists have the same rights as any accused criminal in the US, including Miranda rights?
No, they should be protected by the Geneva conventions.
