Bonnie: I like your term "et cetera tax." According to Milton Freidman
in 1920 five per centum of national income was consumed by government-
federal, State and local. In 1995, consumption by government exceeded
forty per centum. It seems to me that we got clobbered with a huge pile
of et cetera tax in the meantime!
