India to allow full CDMA infrastructure in WLL networks

The Indian Department of Telecommunications has rejected a request from the Telecom Regulatory Authority of India
(Trai) that the basic telecoms providers are required to use an older V5.2 interface in their networks. The Trai had
requested that V5.2 be mandated for the mobile switching centre element of the WLL networks, as it would prevent the
networks from offering full mobility, which is beyond the scope of their operating license. Whilst conventional V5.2 does
not permit cell handover, which is forbidden in the WLL licenses, although there is a "plug-in" module that would have
permitted this. The DoT has noted that V5.2 does not prevent full mobility services, and as it is typically 30% more
expensive than conventional MSC's, there was no reason to mandate its use. By allowing the WLL licensees to use
standard CDMA based architecture, there could now be a possibility of the licenses being extended to full cellular
networks in the future, as it will be easier for the WLL networks to be upgraded to full CDMA 1X services.
