To make that statement there must be something measurable that establishes that one party or another has been aggressive in restricting operations. Is there any data that supports your statement?

Well, that's what the intelligence committee and various pundits are telling us.. (as well as my own personal sources which you probably won't accept).

And we just finished with 8 years of democratic rule, which resulted in 40% budget cuts at DOD (and in their intelligence operations).
