But should it be done on the federal level?

The environment is a global concern. As a child in New Mexico, I could rarely see the Sangre De Cristo Mountains 30 miles away. The problem was a power plant owned by Arizona Public Service.

The feds came in and forced APS to clean up, and now the air in northern New Mexico is relatively clean (compared to 35 years ago.)

States have been notoriously poor at managing their environmental issues. Local business pressures tend to make state legislatures quite ineffective at managing environmental issues.
