Whose idea is it to pay high school drop outs a salary to stay in school and a larger salary to attend a community college? Does not sound like a Repulsive idea to me. To me it sounds like a Dumasarat idea. Then when a dropout repeats a school term he should get double what he got for that term the first time around. That would encourage them to stay in school even if they find it difficult.
