Teledesic's plans are in constant flux, but they definitely plan to offer mobile data - I don't know how big the bandwidth is supposed to be for the mobile data, but I don't think it will be what we call broadband. One big difference between Teledesic vs. DirecPC and Starband is that Teledesic plans to use a constellation of LEOs while DirecPC and Starband use GEOs. The LEOs will be more like Globalstar than Iridium in that they will be bent pipe, just reflecting what's beamed up to them and beaming it back down. They will definitely send data via packet using internet protocols.
