You mentioned pirating disks. It will be harder to mass pirate DVD.
You speculated that a shady manufacturer might make extra disks and sell
them on the side. That's not really piracy but something diferent. When
they find pirated tapes if they're good quality they try to trace them
back to the source so it's not likely that a major manufacturer would
want to take that chance. Some rouge countries look the other way
as factories are set up just to make pirate copies. That happens with
everything though. There was even a rumor that Iraq had a perfect master
of the US $100 bill, which was one of the reasons the treasury came out
with a new design.
