Would reduce volatility--no? Leave more long term investors to dominate the markets. That might be a good thing.

That could be a consequence, but I have yet to read anything definitive that concludes that removing liquidity will reduce volatility. OTOH, I think it is axiomatic that removing liquidity will raise transaction costs. The bid ask on some lightly traded small caps I follow are killer.
