I click on the edge of the note and out it pops stating "Couldn't load CMF.DLL, check Bin Dir in XCM.INI".

Do a search for XCM.INI and open the file using Notepad. Look for a setting that probably looks something like this:

BinDir=C:\Windows\System


Now do a search for CMF.DLL. If it exists, make sure that whatever directory it is in is the same directory specified in the BinDir setting.

I have no idea what this .DLL does, as it is not a Windows standard .DLL. You may want to check you WIN.INI, SYSTEM.INI or Registry to see if something is trying to load it, and comment out the line.

My guess is that you installed a program that added an entry to the control panel, and then deleted the application without uninstalling, leaving some remnant entries that is now causing a problem.

Sorry I can't give you a specific answer.
