Let's see, I have exercised well in excess of 100,000 option shares in my life. Probably half of which I used to first buy shares at the exercise price and then sold 6-24 months later. I know many, many people that have done the same. Talk to Mikey Dell, he just did it too.

Is it always appropriate? No. Is it something that these highly paid executives should consider? In my opinion, Yes.

Were you around during the last great crash? I suggest you look at insider buy/sells (including option exercises) right after that black Monday. The actions taken by insiders and company's buying stock and holding options is often creditted with the market regaining confidence.
