I don't know, John. That seems like a passive euphemism for a rip-off. Kind of like "mistakes were made." I don't know how it benefits companies, individual investors or the country to have a market system which allows powerful, well connected investment houses to "take such opportunities" often at the expense of people who work hard for their money. On the other hand, I suppose it would be unamerican to protect people from their own ignorance.
