I think you will find that someone who makes 10K and has three kids does not pay any income taxes. Of course she does pay Social Security tax. In fact the social security tax is the primary tax burden for low income people.

However, most agree that if we eliminate the social security tax or provide that people who earn less than a certain amount don't have to pay, it could bankrupt the system sooner than it will would otherwise have been bankrupt.

I believe that an accross the board cut will be good for the economy, especially if we restrain spending and continue to pay down the national debt. However, given the proclivity of politicians to be all things to all people, that is not going to happen.
