Ed: What you say has an element of truth in it. I vaguely remember that it was IDX who wrote the specs. If I was writing the specs, I would certainly put something there that would "subtly" preclude others. I Think DBII just made a very low bid just to get the biz. You know Damn the torpedoes ( and profits ) sort of thing. I also recall Dr. Fowler ( all bow please) made some remark at the news conference that he wasn't sure IDX would take the business with such a low margin of profit. Even then he also made a remark that the book was not closed on the deal completely.
