The State Grand Jury will investigate the case. The grand Jury hearing a case for indictment only gets to hear what is presented in most cases, but occasionally the defense is allowed to present, that is rare as the witnesses can be unpredictable. However, a Grand Jury investigation is a totally separate matter and the grand jury interviews whoever they believe to have information they need.

The problem with a grand jury is they only get the evidence the Prosecutor decides they should get. There must be a Prosecutor who can be trusted.
