Generally, only public housing is public housing. If it is paid for from the public purse it is public housing. THere are about 1.5 million families living in public housing in the United States. Do you think the employees were unproductive because they were paid with public funds? Do you think the productive benefit (keeping people from being homeless and out of prison and such) should be ignored if the wages were .10 cents an hour higher due to a middleman seeking a profit?
