he had a heavy coat, on the cops should have taken him down right away. It was the coat that got the cops to try to stop him to begin with and they let him wonder on the streets and then tried to stop him.

if approached incorrectly at house i believe he would have run back into apartment complex.

I expect the guy was running from something and would have run. cops should have anticipated his trying to runaway and had him surrounded. Appears they didn't have the coverage they should have to cover apartment. most likely cops were all over London covering apartments hence they didn't have the numbers required to grab this guy up front.

it turned out bad for guy and for police as they never get to question him,
