The terrorists use a threat or a promise to con the guy into acting like a bomber. They tell him not to worry, the cops won't do anything to him. If he gets back without getting hassled, the terrorists know the British are vulnerable push overs. If he gets killed people go nuts and force the cops to back off. Win/Win.
