Rushing out of the office when I saw your post and didn't comment fully. The military still thinks they run this country and may not allocate the funds even though they are availible. They have committed billions to incineration and that to show another technology works better would take the egg off my face and put it on thiers. IMO unless DIRECTED by powers higher up we'll just have to do chemdemil in Russia and China
