Contrast with, say, the US military, a much more tightly knit organization. Killing the leaders doesn't accomplish much, either, because the command structure is self-regenerating. If a captain is killed, the lieutenant takes over

But they do depend on a network of suppliers and technical advisors. You kill or jail the links in the network, the cells don't have the resources to effectively operate. They are deprived the "goods" and the "know-how".
