Did anyone at the site see which way the water flowed. Froma dam to a city looks like an aqueduct to supply Tucson/Phoenis. They rarely drain water from cities and run it uphill to a damsite, and then up into the mountains, unless your film runs backwards)times arrow reversed?). However each drop in that canal may well be spoken for and no available to IPMC. Water in these desert areas can be a prickly problem, and we from the great lake states often fail to see this.
