Surely you understand that holding people accountable for their actions is independent of understanding why they did what they did? It is conflating the two that bothers me.

It's needed for social control. When you name their actions as bad or evil and condemn them for them, it is more likely to make them change their behavior.

"Understanding why they did what they did" is fine in the abstract, but is of no use in real time.
