In 2012 Russia was in a deep recession and wasn't a threat to the US. Oil prices collapsed and so did their economy. China was a far bigger military threat than any country in the Middle East or Russia but let's be frank, China is our banker so making war with them would be the same as shooting ourselves in the heart.
