There have been two machine counts. Hand recounts are more subjective, but could also find votes that the machines had missed. How many hand recounts will we need before we believe them?

Probably one.

Should all the counties use the same "partial punch" criteria? (which is not the case now)

The law in Florida says that hand recounts are to be used when fraud is found, when "obviously" the machines malfunction, or when the major "irregularities" are found.

There is evidence of all three.

Certianly the election is so close that voters who failed to fully punch their ballots could make a difference. But there is no reason to believe that such a hand recount would benefit one canidate over another, if hand recounts were preformed in ALL areas.

I don't think we will know until the hand count is done.

Lets say after the second recount someone wins by 200 votes- Do we need another recount? and a fourth? When does it end? And what if one person wins if partial "quarter punch" votes are counted, while another wins if only partial "half punch" votes are counted? Who decides? The law doesn't say.

I understand that the court ruling today pretty much takes care of that problem.

The fact is that the election is so close that there is no "measurable" winner. This is because the measurement technique is not sensitive enough, when on considers improperly punched cards. The only way to decide is to follow the rules that everyone agreed on BEFORE the election. Legal anality is the only possible resolution to the election. Either that or flip a coin.

Probably as good an approach as any.
