It depends upon what your definition of "is" is. Reproduction control seems to work in China. You tell me if China is employing a "sound proposal". And it seems to work where people actually practice birth control. I repeat myself. Not working in Africa yet, is it?


Communist regimes try to control all sorts of private matters, but western countries do not intrude that far in private life. Forced reproduction control can certainly succeed to a large degree as China has shown in limiting population growth. But I doubt the majority of the USA's population would accept such methods.

I'm not sure what your question actually is. My original post was regarding the issue of society having or not having a stake in paying for individuals offspring and whether this should link to a public voice in private matters like reproduction.

In Africa there is definitely an over reproduction issue IMO. There is also high mortality, to the point that some of the southern African countries have negative projected growth rates, despite quite high birth rates. AIDS being the main problem.
