I don't follow you here. Are you implying that the technology is not possible, or that it is useless. The technology is easily doable, I suspect it is commercially available. And it clearly has utility. If someone were to jump in a get away vehicle, the ability to track that for a mile or more while directing cops would be useful.

Whats wrong with ATM's or the grocery store. Mine have video cameras. Further, the transactions are traceable. If it bothers you, ware a wig, sunglasses, avoid banks and only use cash.
