You're right that this will be the first time most users will have had the ability to stream HD video over a cellular connection. And in most cases, you do have the option of selecting a lower resolution version of content. That option is offered by the content provider.

It's not an Apple-specific problem, is my point. It's just a manifestation if two facts. One is that radio frequency bandwidth is not unlimited, and the second is that data carriers expect to make money when they provide their services.
