The default on iPad is to maximize revenue to the carrier, but it has to be what the customer wants. Every time I take my iPad 2 3G to a public WiFi, it first says it can't find a cellular carrier, because I never signed up. I have to hit Cancel every time and then accept the Terms or sign in with my email address, it all takes under 15 seconds, but it looks like AT&T is trying to trap some customers.

The next iOS update should fix this.

Why would anyone go on cellular or LTE when WiFi is available? Only when you opt in to that level. The default should be what's free and available.
