I had the same issue today using my iPad while charging it via the wall charger. I didn't see any change on the battery percent strength over a period of 10-15 minutes. I would have expected a few points higher on the battery. Once I stopped using the iPad, I checked it again after about another 10-15 minutes and the battery strength increased by about 5 points (84 to 89 %).

I guess it depends on whether you live on the right or left side of country:)
