FIBR: Rally has just begun. Too early to say what will happen.

ANCR: Bases are ALWAYS set at a lower volume. That's why they are called bases in the first place. This means most short term sellers have stopped selling and buyers are still cautious. This is a quiet period, when new buyers wait to see if the price remains stable. This period is highly variable. A couple of days for a hot stock; quite a while for some others. Once the price seems stable, new buyers will kick in, causing a mild price rise. This results in more buying and some more volatility.

The time to sell was much earlier if you wanted to cut losses. Now, the chart looks like it can go more up than down. Remember this: A stock which has long term potential should never be sold it at a loss. A good stock is very likely to come back.

A long term stock will continue to appriciate since the interest in it will not vanish overnight. Waiting for a while will fetch you a better price.

Shares outstanding is the total number of shares held by everyone. This number is used for all sorts of computations like EPS, market cap and the like. The actual number of shares available for trading is called the float.
