OK Kirk, To make this thread more interesting to viewers lets put the partisanship aside. So lets look at some national trends

Wouldn't it be nice if these chips were made in the US?
Yes it would be nice. Companies like people are infected with "group think"......when any company moves production to another country (from the US) their competitors start looking in the same direction.

Ford Motor and GM have said repeatedly that labor costs are not a significant part of a new cars cost. If labor costs or taxes were the primary consideration then all auto production would have migrated to Bangladesh or VietNam.

The start of the problem of overseas manufacturing. About 25 years ago Walmart strongly suggested to suppliers that a move to overseas production would result in lower prices to the consumer. They started a trend and they could end it by strongly suggesting that products made in the US would get preferrential shelf displays and advertising. It took 25 years of outsourcing to get us where we are now. And I expect that it will take 25 years to bring all that production back to this country. WalMart was also famous for giving American made products to foreign companies to see if they could produce it cheaper.

This is where I think foreign countries have an advantage (England, France, Germany, Spain, Italy and a few others). They take a lot of pride in locally produced products. Would a BMW made in a third world country sell as well in Germany? Would a Ferrari or Maserati made anywhere but Italy be a winner? We need this kind of mindset about American made products. How we get there is a question and a problem for the politicians to resolve.

Given the toxic atmosphere in Washington, I would expect nothing to get done in the next two years. I wish I was wrong about this, but the air polution in DC is severe.
