That's a good observation I hadn't thought of before. The only powers reserved to the people I suppose are voting and the only rights are those in the Bill of Rights. Without Madison, we'd have been really screwed 150 years ago. It's taken them a long time in the courts to undo a lot of the Bill of Rights, so we only starting to see the Royal Bendover Screwing.
