Contrary to fears that the suspects in the botched London bombings could use their UK papers to disappear anywhere in Europe, Hussain Osman was arrested in Rome fairly easily. In fact, it appears that Osman was tracked by authorities almost city-by-city via his cell phone usage.

More importantly, there was broad and deep cooperation between British authorities and their continental counterparts. Officials in Italy moved quickly to take Osman into custody and followed up with a round-up of his associates in other parts of the country. This could yield valuable intelligence.

In sum, the various agencies worked better together than some parts of the U.S. federal government do and certainly better than the feds coordinate with their state and local counterparts. Information sharing and clear lines of responsibility are absolutely essential to completing any complex task, be it bomber catching or road building. Of course, now that Osman's extradition is in the hands of an Italian court, watch the wheels come off.

We'll find out.
