Germany has established speed limits on many/most roads that did not have them.

I tried to find a statistics on the share of speed regulation but could not find one quickly. I guess that at least 1/3 are still unregulated. The rule of thumb is: the more red/green a state is the more regulation there is.

The funny thing is: the Autobahn remains the safest road type.

Young drivers and/or alcohol are much higher risk factors.

I also believe the detailed German TUV (vehicle safety) inspection makes a big difference.

They name four "pillars" of road safety:
- Car construction (safety belts, ESP, ABS...)
- Road design
- Education
- Rescue services
Improvements in all these areas contributed to a reduction of deaths from 20000 in 1970 to about 7700 now, in spite of a vehicle increase from 20 to 50 million.
