Shuttle is obsolete and NASA is paradise for thousands of careerists.

It's time the whole program is shut down and its various parts contracted to private companies and consortia to run.

Within five years there are going to be private reusable orbital vehicles for hire.

Within ten there could be private vehicles that can do heavy lifting.

Space program needs a new paradigm. Government space program needs to be simplified: "We need this much tonnage of various sorts in various kinds of orbits at these times and dates - so start bidding."
Or, "We've decided NASA should be run by private contractors - so start bidding." This is definitely an inferior idea to the previous.
