Say a bid and ask of 0.16 and 0.17

You put in a bid at 0.16

That means:
Buyers must pay 0.17 to garanty a fill
Seller must sell at 0.16 to garanty a fill

The MM does not have to sell to you at 0.16
He sell at 0.17
Once in a while one might get filled at 0.16 , but no garanty

It. then does not go on the tape.
