I do not think you got my point, Clinton introduced a special long term capital gains for investments in small companies (less than $50 Millions in sales and need to hold securities for 5 years). Many privately held companies that had in their future going public (such as GRNO) simply allowed executive and other founders to buy very cheap stock (there was no market in the stock, so the owners decided the fair price, probably $.11/share or just alittle more) so that they all boughht in proportion to their existing holdings. Since Carraway (?) loaned money to the company in lean time, and probably did not want to comit additional capital at the time the company "loaned" him the money. My point is that any founder in any company that could still do that trick (namely, there was no public market for the stock), used this new advantage stock (we could not return the old stock and get new stock, however, so only a portion of the holding acquired after the new law took place is treated preferentially), since it did not cost the company anything.
