I've been combing through the Technical Analysis of Stocks and Commodies archives for the Greg Morris article on Bollinger bands. Unfortunately, I haven't found that one yet, but I did happen upon another one on the beloved bands, in the Sept. '93 issue:

"Trading Options With Bollinger Bands and The Dual Cci"

"Combining two classic indicators, the commodity channel index (Cci) and Bollinger bands, can be a potent timing tool for options trading. This author was inspired by John Bollinger's article "Bollinger Bands" from the 1993 S&C Bonus Issue to develop a way of using the Cci to confirm Bollinger bands' trading opportunities. His technique uses a new variation of the Cci, the dual Cci. Here's how to put the technique to work. By D.W. Davies."

TASC certainly has a good site, at traders.com

As for the Morris piece, I didn't find it in the August '96 issue. He did do a piece in March called "Developing a Trading System":

"On the road to using technical analysis for trading, developing a trading system is a logical step to take along the way. Here are some guidelines to develop a basic system."

That doesn't sound like the one, does it?

In any case, I'm thinking of switching to a lunar cycles trading system, after reading this month's issue. I think it might best explain the craters in my portfolio.
