Where did you read that Lincoln arrested the Maryland House and Senate? There's no historical evidence that I can find that indicates Maryland was planning to secede.

Lincoln DID suspend habeas corpus, and it is STILL being argued whether that was necessary or good policy, but the guy was facing a REBELLION of half the country, so I guess I'll give him the benefit of the doubt until I have time to work on a P.H.D. Thesis considering the pros and cons.
