Yes, he writes of a concept where the mindless genes just go about their own chemical tasks without regard to the creature as a whole. Of course genes by themselves can't reproduce, so the selection process takes place for the creature as a whole. The gene, without trying, takes on the success or failure of the whole group of genes which make up the creature. This can lead to genes which have no practical use, or can even be a bit harmful, but if they are associated with a really good creature full of genes then it will survive and even thrive.

This is very similar to the economic work written by Adam Smith and his 'unseen hand' of market correction The market in his writings is the level of selection. Someone with a better mousetrap will still fail in a market that has no mice, while the boss's lazy son-in-law can still succeed if the boss's business is booming.
